Complaint Process

  • Inspector notifies the property owner via certified mail, then visits the property to look for signs of pests.
  • The Inspector may monitor the infestation using traps or visual methods.
  • If an unacceptable level of infestation is found or if the trees are obviously neglected, a letter is sent informing the property owner of the situation.
  • Control recommendations are given and the owner has 10 days in which to respond.
  • The owner may accept the recommendations or choose to submit their own management plan to the Inspector.
  • The Inspector decides whether a submitted control plan is adequate to control the pest and makes follow-up visits to ensure compliance.
  • If property owners refuse to comply with the recommendations for pest management, the Inspector can schedule a public hearing with the County Commissioners to enforce control.
  • If evidence shows that the infestation is a serious threat to neighboring commercial operations, the Commissioners can authorize the District to have the trees sprayed or removed at the owner’s expense.
